Pages should be time stamped so we know what's fresh

It hasn't been much of a problem until now, but since nothing is deleted from the web, we're likely to come across more and more "old" pages on-line. Every page should carry a "posted" or "last updated" line so readers can judge whether the content is up to date or now.

(We're at the beginning of a massive re-copyediting of Electric-Pages to make sure every page is time stamped and to tune up the forward and backward hyperlinks.)
